Canada is two markets. Ontario licenses private operators through the AGCO and iGaming Ontario, and has done since April 2022; every other province reserves online betting for its lottery corporation and tolerates the offshore sites its residents use anyway. Single-event betting has been legal nationwide since 2021. Here is what works where, and the three sites that scored best in our tests with an Ontario account.
Until 2021 Canadians could legally bet only parlays through the provincial lotteries. Bill C-218 allowed single-event betting, and Ontario used it to open a competitive market: operators register with the Alcohol and Gaming Commission of Ontario and sign an operating agreement with iGaming Ontario, after which they take bets from anyone physically in the province, verified by geolocation. More than forty brands did. Other provinces kept the lottery model, PROLINE+ in Ontario before the opening, PlayNow in British Columbia and Manitoba, Mise-o-jeu+ in Quebec, PlayAlberta in Alberta, and Alberta is preparing an Ontario-style market of its own.
Outside Ontario, offshore sites are not licensed but are not blocked, and Canadians use them freely; the risk is the absence of any local recourse. Winnings are tax-free for recreational bettors under any model. Verification in Ontario follows the licence: identity checked against databases at registration, documents when the check fails, and a provincial self-exclusion programme that every registered operator applies.
Payments are the easy part. Interac e-Transfer is accepted everywhere and moves money in minutes; cards work on registered sites and are declined by some banks on offshore ones; PayPal is available in Ontario. Withdrawals to Interac arrived within a day in our tests.
Ranked by our test score. All three are registered in Ontario; the two international brands also serve other provinces under their own terms.
