Best bookmakers in Finland

Finland is the last Nordic country with a gambling monopoly, Veikkaus, and it is ending: a law passed in 2025 creates a licensing system for online betting and casino from 2027, with foreign operators to apply. Until then, Finns bet with Veikkaus legally and with the Malta-licensed brands tolerated, their winnings from EEA-licensed sites tax-free. Here are the state operator and the two international sites that scored best in our tests with a Finnish account.

How betting works in Finland

Veikkaus holds the monopoly on sports betting, lotteries and online casino, with mandatory identification, loss limits and a product that has improved under competitive pressure it is not supposed to face. The law does not punish residents for betting with foreign operators, and Betsson, Unibet, ComeOn, bet365 and others have run Finnish-language sites for years; payment blocking measures introduced in 2023 target operators’ marketing and transactions with limited effect.

The 2025 reform ends the monopoly: from 2027 a new authority will license private operators for online betting and casino, with Veikkaus keeping lotteries and physical slots, and unlicensed sites to be blocked in earnest. The Malta-licensed brands are preparing applications. Winnings from operators licensed in the EU or EEA are tax-free under a long-standing rule; winnings from elsewhere are taxable.

Payments are Trustly bank transfers, cards, MobilePay and, at the foreign sites, e-wallets; Trustly withdrawals arrived within hours in our tests.

The three, in short

Veikkaus

The monopoly’s sportsbook, with the Veikkausliiga, ice hockey and European football, live betting, mandatory identification and loss limits, and bank withdrawals within a day. Prices are wider than the foreign sites; the recourse is Finnish.

Betsson

Betsson serves Finland from Malta with a Finnish site, euro accounts, streaming and Trustly withdrawals within hours in our test, and is preparing to apply for a 2027 licence.

Unibet

Unibet runs a Finnish-language product from its Maltese licence with streaming and statistics; Trustly in and out within hours, and a licence application expected for 2027.

Other tested operators that accept Finnish players

All serve Finns from EEA licences, so winnings are tax-free; none holds a Finnish licence, because none exists until 2027.
