Betting in Japan: the law, the public sports and the sites Japanese use

Japan permits betting only through its public sports, horse, bicycle, motorboat and motorcycle racing run by public bodies, and the toto football pool, and prohibits everything else, online betting included; the integrated resorts law allows a single casino, in Osaka, from 2030. In 2025 the police began arresting online casino users, athletes and entertainers among them, and the position of the international platforms changed from tolerated to policed. This page describes the position; it does not recommend betting from Japan.

The legal position

The penal code punishes gambling, with a fine for simple gambling and imprisonment for habitual gambling; the public sports and toto are exceptions created by statute, and bets on them are lawful online through the official operators. Foreign betting sites are not licensed and never were; for years the authorities left their customers alone, and in 2025 that ended, with prosecutions of online casino users publicised as a warning. Sports betting on foreign sites falls under the same prohibition.

What exists anyway

bet365 has accepted Japanese customers with yen accounts for many years; 1xBet, Betwinner and their siblings run Japanese-language sites; the crypto-first brands have followed. Deposits go through cards where they work, through the Payz and Vega Wallet e-wallets built for the market, and through crypto; withdrawals return the same way. None holds any Japanese authorisation, none offers recourse, and using them is the offence the police have begun to prosecute.

What we suggest

The lawful options are the public sports and toto. Anyone who bets on the international platforms from Japan does so at a legal risk that became real in 2025.
