Poland licenses online betting through the Ministry of Finance, taxes every stake at 12 percent, blocks unlicensed domains from a public register and, until 2017, was one of the largest grey markets in Europe. The licensed market that replaced it is dominated by two Polish brands, STS and Fortuna, with Betclic and Superbet the strongest foreign entrants. None of our twenty-two holds a Polish licence. Here are the three that scored best in our tests with a Polish account.
The 2017 amendment to the Gambling Act required a Polish licence of every operator taking bets from residents, created the register of blocked domains that internet providers must enforce, and made betting with an unlicensed site an offence for the player, with fines rarely imposed but on the statute. Licensed sites run .pl domains, verify identity with a document and connect to no national exclusion register; each operator runs its own. The 12 percent tax on stakes is paid by the operator and priced into the odds, which is why Polish prices are among the widest in Europe on the same matches.
STS, the market leader with betting shops nationwide, Fortuna, the Czech-owned second brand, Betclic, Superbet, LVBet and a few others hold licences; bet365 and the European groups do not, and the international platforms are on the block list. Winnings above a threshold of about 2,280 zloty on a single bet carry a 10 percent tax withheld by the operator.
Payments are BLIK, the mobile bank payment every Pole uses, Przelewy24 bank transfers and cards; BLIK withdrawals arrived within a day in our tests.
Ranked by our test score. All three hold a Ministry of Finance licence and run .pl sites.
The largest Polish bookmaker, with hundreds of shops, the widest Ekstraklasa and European football menu in the market, live streaming and BLIK withdrawals within a day in our test. Owned by Entain since 2023, with prices that lead the licensed market.
The second brand in the market, owned by the Czech Fortuna group, with a shop network, a solid app, frequent promotions and BLIK withdrawals within a day. Prices a shade wider than STS on the top leagues.
The French group entered Poland in 2021 with the fastest app in the market and prices that undercut the local brands on the big leagues; BLIK withdrawals within a day in our test.
None of our twenty-two holds a Polish licence. The international platforms are on the register of blocked domains and betting with them is an offence for the player; we do not recommend it.
BLIK is the everyday method and the fastest withdrawal; cash deposits at STS and Fortuna shops.
