Russia licenses its own bookmakers and admits no others: every legal bet passes through a single payment hub, the TSUPIS, every foreign site is blocked by Roskomnadzor, and the international platforms serve Russians only through mirrors. Fonbet, Winline and Liga Stavok lead a licensed market that has grown large under sanctions and isolation. None of the international sites in our ranking holds a Russian licence. Here are the three that scored best in our tests with a Russian account.
A Russian bookmaker needs a licence from the Federal Tax Service and membership of the self-regulatory organisation; since 2021 all deposits and withdrawals pass through the Unified Betting Accounting Centre, the TSUPIS, which verifies identity against government records and records every transaction. Registration therefore requires a Russian passport and a verified account with the hub; foreigners cannot register. Roskomnadzor blocks foreign gambling domains by the thousand and the payment providers refuse them.
Fonbet, the largest, Winline, Liga Stavok, BetBoom, Pari, Olimpbet, Leon and the Russian-licensed version of Melbet make up the market; 1xBet’s Russian sibling, 1xStavka, holds a licence separately from the international brand. Prices on the Premier League, the Russian league and hockey sit around five percent margin. Winnings above 15,000 roubles carry a 13 percent tax withheld by the bookmaker; smaller wins are declared by the player in principle.
Payments are Mir cards, the SBP fast payment system and Russian wallets, all through the TSUPIS; withdrawals arrived within a day in our tests.
Ranked by our test score. All three hold Russian licences and operate through the TSUPIS.
The largest Russian bookmaker, with a network of betting clubs, deep football and hockey menus, live betting with streaming and TSUPIS withdrawals within a day in our test. Prices lead the licensed market.
A Moscow bookmaker with heavy football sponsorship, a fast app, a strong live product and TSUPIS withdrawals within a day; prices sit close to Fonbet on the main leagues.
One of the oldest Russian brands, with betting clubs across the country, a solid app and hockey coverage second to none; TSUPIS withdrawals within a day in our test.
None of the international sites in our ranking holds a Russian licence; they are blocked, reachable only through mirrors, and offer no recourse. The Russian-licensed namesakes of 1xBet, Leon and Marathonbet (1xStavka, leon.ru and marathonbet.ru) are separate companies.
All payments pass through the TSUPIS; Mir cards and SBP are instant, withdrawals within a day.
With Russian-licensed bookmakers through the TSUPIS, yes; foreign sites are blocked.
Winnings above 15,000 roubles carry a 13 percent tax withheld by the bookmaker.
No; registration requires a Russian passport and a verified TSUPIS account.
The international 1xBet is blocked; the separately licensed 1xStavka is a different company.
