Betting in South Korea: the law, Sports Toto and the sites Koreans use

The legal position
The National Sports Promotion Act reserves sports betting to Sports Toto, whose online product, Betman, offers fixed-odds and pool bets on football, baseball, basketball and volleyball with a maximum stake of 100,000 won and a programme set by the operator. The criminal code punishes gambling and habitual gambling; the police and the National Gambling Control Commission investigate foreign betting sites, the communications commission blocks their domains, and prosecutions of customers, identified through payment records, are common enough to be a real deterrent.
What exists anyway
1xBet, Betwinner and their siblings run Korean-language sites with won accounts through mirrors; a large domestic industry of illegal private sites, run by Koreans for Koreans, competes with them. Deposits go through bank transfers to agents’ accounts, which the police trace, and through crypto; withdrawals return the same way. None holds any Korean authorisation and none offers recourse.
