Sri Lanka has licensed betting shops for decades and casinos for foreigners, and in 2025 created a Gambling Regulatory Authority to bring the whole sector, online included, under one regulator. Until the authority licenses online operators, the international platforms serve Sri Lankans openly, with cricket at the centre. Here are the three that scored best in our tests with a Sri Lankan account, and what the new law will change.
Betting on horse racing and sport through licensed betting centres has been legal under the Betting and Gaming Levy Act, with thousands of shops paying an annual levy, and casinos operate in Colombo for foreign passport holders. Online betting sat outside the law: neither licensed nor effectively prohibited, with the international platforms reachable and paid by card and bank transfer. The 2025 Act creates a Gambling Regulatory Authority with power to license and supervise all gambling, online included, and to tax it; the authority is being set up and its first licences are awaited.
1xBet, Betwinner, Megapari and their siblings run Sinhala, Tamil and English sites with rupee accounts and count Sri Lanka among their South Asian markets; none yet holds a local licence and none offers recourse. Prices on cricket, the Premier League and European football sit around six to eight percent margin.
Payments are cards, bank transfers and, on the platforms, crypto; card withdrawals took two to three days in our tests, USDT within the hour.
