Ukraine legalised gambling in 2020 after a decade-long ban, licensed a handful of operators, and has been rewriting the rules ever since: the original regulator, KRAIL, was dissolved in 2024 and replaced by PlayCity under the digital ministry, Parimatch lost its licence under sanctions, and military personnel have been barred from gambling during the war. Favbet, VBet and GG.Bet hold the market. Here are the three that scored best in our tests with a Ukrainian account.
The 2020 law created licences for online betting and casino at fees among the highest in Europe, with identity verification through the Diia digital identity or a document, a state online monitoring system and a self-exclusion register. KRAIL issued the first licences; PlayCity took over in 2025 with a mandate to digitise supervision and block the unlicensed sites that had flooded the market. A 2024 decree banned gambling by service personnel and restricted advertising for the duration of martial law.
Favbet, the largest Ukrainian brand, VBet, from Armenia, GG.Bet, an esports-first Ukrainian operator, and a few others hold licences; Parimatch, once the national leader, was sanctioned in 2023 and left the legal market, and 1xBet is banned outright. Betwinner obtained a licence in 2021, and its current standing should be checked on the regulator’s list. Winnings are taxed at 18 percent plus the 1.5 percent military levy, withheld by the operator.
Payments are cards, Monobank and Privat24 bank apps and, on international sites, crypto; card withdrawals arrived within a day in our tests.
