The United Arab Emirates surprised the industry in 2023 by creating a federal gambling regulator, the General Commercial Gaming Regulatory Authority, and by 2024 had licensed a national lottery and the first casino resort. Online sports betting has not been licensed as this page is written, gambling remains prohibited under the penal code outside the new framework, and foreign sites are blocked. Here is where things stand, and the honest position on the platforms that accept Emirati players.
The GCGRA, chaired by former Nevada and MGM executives, was created to license lotteries, casinos and, in time, online gaming under federal rules. The UAE Lottery launched in 2024 as the first licensee; Wynn’s resort on Al Marjan Island received the first casino licence, with opening planned for 2027. Online sports betting licences have been discussed and not yet issued. Until they are, online betting sits where it always did: prohibited under the federal penal code, with sites blocked by the telecoms regulator and payments refused by banks.
The international platforms run Arabic and English sites for the large expatriate population and for Emiratis, reached through changing domains, with dirham or dollar accounts and crypto on the payment page. None holds a GCGRA licence; the authority has warned that only its licensees will be lawful. Enforcement against individual players has been rare; the law nonetheless provides penalties.
If the GCGRA licenses online betting, the licensed sites will be the only lawful ones and this page will list them. Until then, anyone who bets does so at legal and financial risk, with no recourse; balances should be small and in stablecoins.
