Uzbekistan banned betting for years and then reversed course: a presidential decree legalised online betting and lotteries from January 2025, put licensing under the National Agency for Perspective Projects, and set out taxes and rules. The first licences are being issued as this page is written; until the licensed sites are live, the market is the international platforms that have served Uzbeks all along. Here is where things stand.
How betting works in Uzbekistan
The 2024 decree ended the prohibition, created a licensing regime under NAPP with fees, a minimum age of 18, mandatory identification through the national digital ID and a tax on operators’ revenue, and set a tax on winnings to be withheld at payout. Operators applying include local companies and international groups through Uzbek subsidiaries; the register will be public and unlicensed sites will be blocked once the licensed market is established.
In the meantime, 1xBet, Megapari, Betwinner and their siblings run Uzbek and Russian-language sites with som accounts, reached freely, and are the market by default; none yet holds an Uzbek licence and none offers recourse. Prices on the Premier League, the Uzbek league and European football sit around six to eight percent margin.
